BOH Meeting Public Comment Reveals DOH’s Request for $35 Million To Rebuild Trust in Public Health
During the in-person public comments at the August 9, 2023 Washington Board of Health (BOH) meeting, Bill Leady revealed that the Washington Department of Health (DOH) has requested to the Washington legislature thirty-five million dollars for a “multifaceted campaign focused on rebuilding trust in Washington public health and its influence to ensure people in Washington are less skeptical and more likely to follow through on the desired behaviors central to risk mitigation.”
The DOH’s proposal is for seven million dollars per year for a five-year campaign. The DOH’s argument is, “Without this campaign, the public’s perception and relationship with public health agencies may continue to decline, and the department will have less resources to repair and rebuild its trusted brand.”
Bill Leady, a resident of Clark County, then shared the following from the DOH proposal:
“After more than two years spent in the public eye during the COVID-19 pandemic response, the belief and trust in public health has deteriorated. This level of public and media interest lends itself to harsh criticisms and as a result, some Washingtonians have lost trust and belief in the value of public health and everything that it does to make the lives of Washingtonians better. Public health has been wrapped in a very complex political, regional, and value-based response fraught with immense mis- and disinformation, which has caused the work of public health to be more difficult. Over the last two years in Washington, the DOH saw firsthand the impact of these disinformation and misinformation campaigns.”
Mr. Leady then offered his opinion of the proposal to the board:
“Unfortunately, the department sees the problem solely as those evil spreaders of misinformation. There is no contrition, no self-reflection, no acknowledgement that public health made many errors, and willing to wrap itself in politics. The whole initiative seems to be based on the concept that if we can just educate those foolish Washingtonians that we are trustworthy people, and then all will be fine again.
“I don’t have time to detail the falsehoods, ever changing narrative, changing guidance, coercive mandates and scare tactics that Washington and other public health agencies engaged in during the COVID-19 pandemic. I think they are well known. You lost public trust when you deemed people’s livelihoods and businesses as nonessential. Then you told everyone that the vaccines were safe and effective, and you belittled anyone who had questions or concerns about them. People believe their own eyes, and they understand their own experiences, and when someone’s personal experiences and what they see around them do not align with what our public health officials are telling us and mandating on us, trust is lost. Trust in public health and trust in government in general is critically important, but a fifteen-million-dollar campaign to convince people that they are wrong, and you are trustworthy will not work. I suggest that internal changes in public health will be a better way to restore trust in public health.”
Leady’s wife, Melissa, spoke before him as the first of four in-person public commenters. She used the data from an article she recently wrote in the August 1 issue of ICWA Weekly News about the incomplete picture of the bivalent COVID-19 shot booster’s effectiveness in the state of Washington.
Ms. Leady has critically observed, “… it seems like the DOH has shared COVID data in a utilitarian way in an effort to promote vaccination. The data is narrative-driven, and if it can’t support the narrative, it’s not shared.”
Melissa concluded her comments with:
“The DOH continues to suppress bivalent booster data when over a quarter of the population has gotten the booster, but they’re comfortable taking the estimated unvaccinated rate to one percent, heavily skewing the rate comparison. It makes it look like the DOH is trying to manipulate the rate comparison.”
ICWA Board Secretary Lisa Templeton also drew from the August 1 issue of ICWA Weekly News when she summarized a University of Washington (UW) Assistant Affiliate Professor’s criticisms of the COVID-19 shot mandates at a July 26 Select Subcommittee hearing at the nation’s capital.
Ms. Templeton referenced Dr. Bardosh who was one of nine authors of the May 26, 2022 analysis in the BMJ Global Health titled, “The unintended consequences of COVID-19 vaccine policy: why mandates, passports and restrictions may cause more harm than good.”
Ms. Templeton shared the following from the BMJ Global Health article:
“Our analysis strongly suggests that mandatory COVID-19 vaccine policies have had damaging effects on public trust, vaccine confidence, political polarization, human rights, inequities, and social well-being. We question the effectiveness and consequences, of vaccine policy in pandemic response and urge the public health community and policymakers to return to nondiscriminatory trust-based public health approaches…”
“In mid 2021, I watched with dismay as the Biden Administration and the CDC said this vaccine will stop transmission. I was looking at the data from Israel and the UK and I knew that it wasn’t going to stop transmission because it wasn’t in their data. How did Americans not know this? It was clear, and yet we sort of had this sort of charade.”
Templeton then asked the BOH to consider the following,
“If you agree, board members, I respectfully encourage voicing your opinion as Dr. Bardosh and others are doing to facilitate a return to a commonsense approach that does not alienate and marginalize a vast swath of our society.”
I was also able to provide comment. I reported that since my June comments, four more deaths have occurred here in Washington as recorded in the CDC’s Vaccine Adverse Event Reporting System (VAERS), raising the total number of deaths related to COVID-19 shots to 223.
For the United States and its territories, the number of deaths following the COVID-19 shots has risen to 35,726.
The latest VAERS report of a death following the COVID-19 shot in Washington was on July 19, 2023. The victim was taken to the emergency room three times in one weekend for blood clots before he died on October 1, 2022. His wife said in the report that he never had any previous issues with blood clots.
I then told the BOH, “I know you’ve been getting a lot of complaints about false and misleading information on your web site, and I must say that the most egregious and clear-cut case of this is in the Vaccination Youth Section.”
I pointed to the last bullet points that claimed to help prevent kids from getting infected and from transmitting in the community, and reminded them that the DOH can’t make such claims when there’s no evidence that the COVID shots prevent transmission. I then pointed to two FDA documents:
December 10, 2020 FDA briefing document for the Pfizer-BioNTech COVID-19 vaccine. During the Vaccines and Related Biological Products Advisory Committee Meeting, the following was revealed under 8.2 on page 48:
Vaccine effectiveness against transmission of SARS-CoV-2. “Data are limited to assess the effect of the vaccine against transmission of SARS-CoV-2 from individuals who are infected despite vaccination.”The Moderna COVID-19 shot, the Vaccines and Related Biological Products Advisory Committee Meeting on December 17, 2022 revealed an FDA Briefing Document in which page forty-nine read as follows:
8.2 Unknown Benefits/Data Gaps. “Data are limited to assess the effect of the vaccine against transmission of SARS-CoV-2 from individuals who are infected despite vaccination.”
I then told the BOH that when Janine Small of Pfizer (president of international development markets) was asked by the European Parliament in October 2022 whether the COVID-19 shots were ever tested for preventing transmission, she said, “No, we were moving at the speed of science.”
I concluded my comments by stating, “So, by far the number one item that must be withdrawn from your site is shots prevent the spread of COVID-19 in the Vaccination Youth Section.”
For the public comments on Zoom, Children’s Health Defense (CHD) Washington Chapter Co-leader Sue Coffman referred to RCW 42.56.030:
“The people of this state do not yield their sovereignty to the agencies that serve them. The people, in delegating authority, do not give their public servants the right to decide what is good for the people to know and what is not good for them to know. The people insist on remaining informed so that they may maintain control over the instruments that they have created. This chapter shall be liberally construed and its exemptions narrowly construed to promote this public policy and to assure that the public interest will be fully protected. In the event of conflict between the provisions of this chapter and any other act, the provisions of this chapter shall govern.”

Typically, almost without fail, the Department of Health provides an update report at each BOH Meeting. This time, however, the BOH received only an update from the Thurston County Public Health Department. As a health officer for Thurston County, Washington Board of Health Member Dr. Dimyana Abdelmalek told the board that Thurston County Public Health is continuing to build relationships with community partners with different perspectives and responsibilities to find common ground. “We are taking those experiences, such as operation pieces, and applying them today,” she said.
At the end of Abdelmalek’s slide presentation, BOH member Patty Hayes showed great delight as she enthusiastically said that the strength of the board is to hear from “local health.”
That raises the question of why the BOH refused during its October 13, 2021 meeting to hold a future hearing on complaints filed by six Clallam County restaurant owners concerning Public Health Officer Allison Berry’s mandate for not allowing those who did not receive the COVID-19 shot to enter such an establishment.
During the BOH’s discussion about the complaint, Chair Keith Grellner noted that currently, local boards of health members are elected, and they appoint the local health officer (LHO) based on their credentialing. He continued that the local board of health does not direct a LHO daily to take actions to uphold the law. He noted that it is the LHO’s responsibility to prevent the transmission of disease and that it is not optional. He furthered that the local board of health did not reprimand the Clallam LHO and that they supported her decision. Chair Grellner indicated that the complaint had no merit and if considered at all, should be done at the local level.
In the October 13th, 2021 meeting, Temple Lentz, now a former Board Member, stated that as a member of local board of health, she found this complaint to be frivolous and a misunderstanding of statute. She said that the statute clearly does not require the local health officer to seek permission for every decision and says quite the opposite.
Former Secretary Designee Scott Lindquist stated that the complaint was a gross misinterpretation of the RCW that goes against a decision someone doesn’t like. He said that the local board of health appoints the health officer, and the health officer then has a broad range. He noted the local health officer has a medical degree and the expertise to make decisions for disease prevention. He stated that in his opinion there are no grounds for this complaint.
Former Vice Chair Tom Pendergrass expressed his agreement with Lindquist, noting that the local health officer was acting within their scope of responsibility and the local board of health verified they agreed with the health officer’s decisions. He noted his confusion of why this was coming before the State Board of Health.
In other words, the BOH’s denial of the Clallam County citizens’ request show that Patty Hayes is more than happy to listen to local health so long as those voices are generated from a fellow government bureaucrat.
Dr. Moon’s Story Continues to Receive Publicity
Ever since ICWA Weekly News ran its story in late July about a Dr. Reni Moon's contract being terminated by Washington State University as a result of testifying to a US Senate roundtable about the harms of the COVID-19 shots, the situation has received nationwide publicity.
Through court documents filed in Benton County Superior Court by the Silent Majority Foundation (SMF) on July 12th (the Complaint) and on July 13th (plaintiff Declarations), it was revealed that WSU threatened to report Dr. Moon to the Washington Medical Commission (WMC) because of the testimony provided to the Senate subcommittee roundtable headed by Sen. Ron Johnson (WI-R). She was clear that her comments were delivered as a private individual on her own time. WSU sent a letter on June 29th of this year announcing their decision not to renew her employment as an Associate Clinical Professor. The complaint is posted on the SMF blog.
The most recent publicity of Dr. Moon’s termination came during last Thursday’s episode of The Highwire [at 0:58:03] and during this clip https://thehighwire.com/ark-videos/new-internal-emails-show-govt-crackdown-on-speech/ at 0:07:20.
After the show’s Jaxen Report ran a video of Dr. Moon’s testimony at the roundtable discussion, The Highwire’s guest host, Dr. Jim Meehan, said, “This is what I have to say to Dr. Moon. Thank you for standing up and speaking the truth. We took an oath to do this. To do no harm. Many people have woken up during this pandemic to this kind of malfeasance from our government and the pharmaceutical industry.”

On the previous Friday, August 4, Dr. Moon appeared on An Informed Life Radio episode on the Criminalization of Free Speech, which aired on KKNW in Seattle and streamed on CHD-TV.
Separately, Dr. Moon said to us, “Picture a world where your doctor can't speak out about safety concerns—even to a US Senator. Then look out your window; we are already there.”
This is interesting to see how hard Dr. Moon is working to spread her story as a warning to others. She was interviewed on a July 31 Epoch Times show called “American Thought Leaders” in which she said, “This is happening nationwide. Our students have lost that ability, I think, to tolerate critical thinking and to hear perspectives that are different from the main narrative or party line that is being pushed.”
Even Washington State Representative Jim Walsh addressed Dr. Moon’s situation on a video aired on Facebook.

Walsh, who represents the nineteenth district, said the following:
“Her data, her information itself was rigorous, it was not that controversial, but the very fact that she was talking about COVID-19 shot injuries is controversial in many quarters at WSU. What Washington State University said officially to Dr. Moon was two things: they thought she hadn’t gotten the proper leave, and so it was questionable whether she was appearing [at Senator Johnson’s Roundtable Discussion] on her own time. And what they also said, and this is more controversial, that speaking about COVID shot injuries may violate the ethics rules of being a state employee. Now that, I think, is not a legitimate reason to have her fired. I don’t know everything about the case, but from what I’ve seen and what I’ve read about it, it’s questionable whether what Dr. Moon did violated any kind of ethics code. As far as the mechanics of not receiving leave properly, I don’t know. But those are the reasons that WSU was offering in a memorandum that they sent to Dr. Moon. Well there’s bound…I imagine… to be some legal action about this whole story.
“The question is, is it right to fire a state employee who is a medical doctor who’s speaking on the controversial topic of the potential health damages caused by COVID shots. There is nothing inherently unethical, in my opinion, about talking about this. Nothing I saw that Dr. Moon said indicated she thought she the final authority on this. She was presenting evidence she had gathered and that she had seen firsthand about the issue. It sounds to me like she was in her rights to do this. I’m sure there’s going to be a lawsuit that will bring all the details to light and we’ll see what each side has to say.”

The DOH defines One Health as the following:
One Health is a collaborative effort of multiple disciplines working locally, nationally and globally to improve the health of our ecosystem, including humans, animals, plants, and our environment. One Health promotes multi-sectoral and cross-disciplinary collaboration to solve health challenges.
Why is this conference important to ICWA members as well as all others fighting for their medical freedom? Well, the June 13, 2023 issue of ICWA Weekly News shows the global dangers of One Heath and how it’s already in full swing in Washington.
More recently, The Expose’ on August 4 covered an article published in Natural News that implied that One Health is the means toward implementing a climate change lockdown as the next step toward global totalitarianism.
The following paragraphs explain the concerns:
“Now that the Wuhan coronavirus (Covid-19) scamdemic is over, the World Health Organization (WHO) is busy plotting its next tyrannical scheme in the form of another round of lockdowns, this time to stop “climate change.”
Newly proposed amendments to the International Health Regulations (IHRs) and the so-called Pandemic Treaty both incorporate what is known as the “One Health” approach. The One Health scheme will grant the WHO absolute “power” to initiate “climate lockdowns” at such a time that “global warming” is determined to be too much of a threat to ignore.
“While vague and confusing, the language of the One Health scam is a tool to create networks and combine efforts toward centralizing power and control, which is always the goal of all masters everywhere,” reported Mac Slavo in the Discern Report.
“Once that central power has been achieved then similar measures that were imposed in response to the COVID plandemic can be used for climate change, loss of biodiversity, human diseases, vector-borne diseases, and much more.”
