HB 1296 Safe and Supportive Education System signed into emergency law
(News and commentary)
We suppose it was inevitable. HB 1296 had been passed on to the Governor’s desk on April 26. It was gummed up with two other bills that had a wider appeal in an obvious attempt to cloud the bill’s purpose. Also obvious - and insulting to the 454,000 petitioners of I-2081 Parent’s Bill of Rights - was how the Governor waited 23 DAYS TO SIGN HB 1296 WITH ITS EMERGENCY CLAUSE. This amounts to abuse of the emergency clause and abuse of the people’s right to file a Referendum, which can only be done before a bill goes into effect. The clause makes it’s effective immediately upon Governor signature.
The Governor holds bill-signing ceremonies, usually attended by its sponsors and future recipients of the bill’s largesse benefits. Prime sponsors, in this case Rep. Monica Stonier, get to speak and butter up thank the Governor for not vetoing the legislation signing their bill into law. This sad day in history saw at least two remarkable turns of events:
Rep. Stonier finally admitted that this was a bill about trans-rights.* When challenged in committee by Republican party opponents, Rep. Stonier would position the bill as a general student protection bill.
Tim Eyman attended the signing ceremony. He’s Washington’s longest-tenured activist ($35 car tabs, and more), Bob Ferguson nemesis, Informed Life Radio show guest, and opponent of HB 1296. Mr. Eyman has most often challenged fiscal issues, but HB 1296 and SB 5181 were so offensive to him, he became involved in protecting parents and families this session – and we thank him! He recounts his experience, notable his “Respectful Opposition” exchange with the Governor pre-signature, in his latest newsletter. You will enjoy reading it in full.

We are left to wonder a few things:
Will signing ceremonies be open to the public anymore?
Is there one “trans” person out there anywhere who is successfully conducting their gender-dysphoric life without some medical intervention? No drugs? No surgeries? Is there such a thing as a holistic, natural transition? Please comment.
Will there be a new parent’s rights initiative?
Let’s Go Washington filed preemptive initiatives with the Secretary of State, but will need to be refiled now that the bill is law. The Governor’s insulting delayed signature makes an initiative for this years general election especially difficult, as 400,000+ signatures would have to be turned in to the Secretary of State by the end of June.
Oral Arguments for Stockton versus Ferguson Heard in 9th Circuit
Last January 10, the United States Supreme Court declined Rick Jaffe’s second emergency request to consider an injunction against Attorney General Ferguson and the Washington Medical Commission (WMC). The original complaint asked the WMC to stop disciplinary actions against physicians who didn’t agree with their COVID-19 “misinformation” policy. (ICWA Weekly News 1-15-25)
After the emergency appeal to the Supreme Court was denied, the Stockton, et al. versus Ferguson et al. case remained scheduled in the Ninth Circuit Court of Appeals. Finally, last Wednesday, May 14, the lead attorney Rick Jaffe, working for Children’s Health Defense, argued his points to a three-judge panel in San Franscisco. [Video archive; 35 mins]
In the written appeal, he explained the situation in Washington state:
The Washington Medical Commission is under the constitutionally mistaken belief that medical boards can discipline physicians for what they say in public. That was something that was floated by the Federation of State Medical Boards [FSMB] in a July 2021 press release, but since then every single state that has considered doing this has backed off, except in Washington.
Rick began his oral argument as follows:
I’d like to start with the First Amendment issue because its core, and because all the threshold issues implicate, in some fashion, the First Amendment. Either by way of modification of the standard – an exception – or whether the threshold doctrine applies. I’m going to try to make six points on the First Amendment issue, and then we’ll move on the the threshold issues…
Rick was briefly interrupted and instructed to address the Younger Abstention, to which he agreed. The Younger Abstention basically deals with prohibiting “a federal court from deciding a case within its jurisdiction so that a state court can resolute some or all of the dispute.”
I’m going to discuss Younger Abstention first. I think that the problem with have at the most general level, Younger deals with one-off cases. Most of these cases …are challenging a criminal proceeding, or a board proceeding on an individual case. Younger in general, by the terms, is not really geared for stopping a widespread enforcement practice. In this case, you have a national policy of the Federation of State Medical Boards in which the specific target is to suppress speech. That’s the target. That policy was adopted by the Washington Medical Commission targeting speech.
Rick went on to explain how California stopped a similar enforcement policy since they saw they couldn’t win based on other court precedents like Pickup (U.S. 9th Circuit Court of Appeals) and NFLA (U.S. Supreme Court).
Jaffe was referring to the Federation of State Medical Boards (FSMB), a non-government organization (NGO). The WMC statement admits this influence and took it further, as we covered on January 2 of 2024:
The WMC supports the position taken by the Federation of State Medical Boards (FSMB) regarding COVID-19 vaccine misinformation. The WMC does not limit this perspective to vaccines but broadly applies this standard to all misinformation regarding COVID-19 treatments and preventive measures such as masking. Physicians and Physician Assistants, who generate and spread COVID-19 misinformation, or disinformation, erode the public trust in the medical profession and endanger patients.
Andrew Hughes from the attorney general’s office represented the WMC for this appeal and argued using the abstention doctrine, “The fundamental question is, can the federal court halt an ongoing proceeding at the state level, and the answer is no.” Hughes was pointing to the WMC’s investigation of Doctor Thomas Siler and Dr. Richard Eggleston.
Hughes also claimed to the panel that Siler and Eggleston made the following false statements that warranted investigation:
“mRNA shots change someone’s DNA. That is a false statement.”
“The inventor of PCR tests said that they were not reliable for they gave 95-percent false positives. That is a false statement. The inventor of the PCR tests died before COVID was a thing.”
Is this perjury by Hughes? How can Hughes unequivocally call these false statements? In October 22, 2022, a Swedish study by Aldén et al (2022) showed that the mRNA in the Pfizer/BioNTech Covid injections infiltrated cells and transcribed its message onto human DNA within six hours, thus able to alter human DNA. This was just one of many studies revealed in The Exposé article that acknowledged the potential for DNA integration.
Digging in to what Patrick Wood said about the Swedish study:
To quell growing public fear that mRNA injections might somehow affect our DNA, the mRNA injection manufacturers, scientists, the CDC, the FDA, and other health authorities all united in a vehement denial that any such thing could ever happen. However, their denials were proven unfounded when, on February 22, 2022, a study was released by Lund University in Sweden, describing a process of “reverse transcription,” whereby foreign mRNA can indeed find its way back into one’s DNA.
According to the researchers: Our study is the first in vitro study on the effect of COVID-19 mRNA vaccine BNT162b2 on human liver cell line. We present evidence on fast entry of BNT162b2 into the cells and subsequent intracellular reverse transcription of BNT162b2 mRNA into DNA.[5]
Early in 2023, mRNA shots were found to be contaminated with DNA fragments as initially identified by Kevin McKernan, and soon confirmedby Dr. Phillip Buckhault.
Studies like Aldén’s are more definitive than just finding contamination. They have found mechanisms of action, which are key to scientifically proving causality.
Regarding the PCR testing reliability statement, Kathleen McCarthy has written a compelling argument that Kary Mullis’ invention of the PCR tests were not meant for diagnosis:
PCR (Polymerase Chain Reaction) tests are remarkable things. Inventor Kary Mullis (1944-2019) won a Nobel Peace Prize in 1993 for its far-reaching impact on the world of virology, microbiology, and so much more. The PCR test can detect almost anything microbial, no matter how tiny, but it cannot determine how much of the microbe is there. Therein lies the crux of the controversy inherent in diagnosing COVID-19 cases using PCR testing.
Even if these statements were clearly false, Jaffe argued to the panel of appeal judges that the first amendment protects even false speech. When asked, Rick explained that “there is no criminal perjury relating to an oral argument. Lawyers aren't technically under oath and are not testifying.” 🙃
After the oral arguments, Jaffe felt the appeal had good standing and in turn the judges would not dismiss the case even though Hughes’s defending arguments may lead to dismissal of some plaintiffs on some technical grounds. He is still hopeful that the judges will find that the right to hear a doctor's public speech is protected under the First Amendment; therefore, the WMC cannot punish doctors for such speech.

Autoimmune Disorders Following COVID-19 Shots in Washington
Last Friday, Nicolas Hulscher’s published “New Study: COVID-19 Vaccines Increase Risk of Long-Term Autoimmune Disease in Children — Not the Virus.”
The medical establishment argues away harms from COVID shots as actually caused by exposure/infection from the (lab-made) virus.
Hulscher reported the following summary of the study:
A massive study of 493,705 children found a 23% increased risk of developing autoimmune disease after COVID-19 vaccination, with symptoms emerging about 9 months after injection.
The study titled “Investigating the association between SARS-CoV-2 infection, COVID-19 vaccination, and autoimmune diseases in a pediatric population: a comprehensive analysis” was just published in the journal Pediatric Rheumatology.
The study’s conclusion show the significance of their findings:
Our findings suggest that the overall incidence of new-onset autoimmune diseases in children remained relatively stable during the COVID-19 pandemic. The study indicates a potential association between COVID-19 vaccination and an increased risk of developing autoimmune diseases, necessitating further research to elucidate long-term effects in the pediatric population.
The VAERS reports do not list “autoimmune diseases” by name, but do list autoimmune disorders, which show that of the 1,973 cases following the COVID-19 shots, only twenty-five of them are in the pediatric age.
In Washington, none of the reported autoimmune disorder events are in the pediatric age, but twenty-six cases have been reported for those eighteen and older. Males constituted only eight of the cases.

Submitted write-up for this 35-year-old female: 48 hours after the vaccination, worsening of my underline autoimmune symptoms, chest pain, chills, mild temperature fluctuation, extreme convulsions, tremors, worsening GI symptoms, dizziness, fatigue worsening varicose vein pain, worsening complex regional pain syndrome in right ankle. Neurologist said he seen people with sensitive neurological systems have prolong vaccination reactions. Treatment: IV fluids, prescribed a steroid pack, but I tried it, but I am sensitive to steroids. I just had IVIG infusion and I''m hoping it will turn around my symptoms. Right now I still have all the symptoms. Every day my symptoms vary, but I am not where I was prior to the vaccination. I definitely feel like I am a lot worse than before I had the vaccine.

The issues I had prior were mild and normal for aging process. That Vaccine nearly took my life. I couldn’t see, think, move, sit, stand, or walk for days after and months after I walked with a limp because of what it did to my hip. The Vaccine caused me harm and injury, and I have lots of problems now that I did not have before. Autoimmunity, Fatigue, Parathesias, Nueropathy, Brain Fog, Memory Problems, Head Pain, Heart Issue, Exercise induced exhaustion, mental exhaustion, worsened anxiety and depression, stress, ptsd, Gastro issues, Limb weakness, muscle weakness, Muscle spasms, nerve spasm, mcas, inflammation, Absolute horrible and severe and extreme pain caused by the disintegration affect of vaccine which includes nerves and small nerves, Vision changes, Absolute temperature problems and cold spells almost hypothermic. I am still in process of determining the extent of damage and actively working with support groups and doctors for these issues. The Vaccine has caused me debilitating and disabling issues. I have medical tests and such to support the vaccine injury to me.

Write up for this 53-year-old female: Within 8 hours of second vaccine I began having symptoms of autoimmune reactivity years under control. It started with hives and oral angioedema I was able to quell with some on hand steroids and high does Benadryl - I am an ARNP . This went on for a few weeks until a critical time on 2/19/2021 when a full flare was uncontrollable affecting my airway I was not able to stop the ongoing immunity as it built up over the 2 weeks. My temporary measures could not keep it at bay. I was emergently taken to ER trauma bay and aggressively treated with Epi 0.3 IM x 2 high dose solumedrol x 3 125 mg and 60 mg IV and 50 mg Benadryl IV X3 Pepcid IV X1 then admitted to telemetry for severity overnight.
In the national media (Wall Street Journal and more) it has been posed that COVID-19 shots will no longer be recommended by the HHS agencies for children and pregnant women. The doctors organized by Laura Demaray at Idaho boards and commissions, and in Franklin County WA, say that actual data and science show that there should be a full moratorium on the shots.
